Organize by jurisdiction, sector, obligation type, and business impact. Capture effective dates, transition windows, responsible teams, and dependencies. Layer automation for detection, but require human judgment for interpretation and prioritization. Treat the artifact like living documentation with version control, reviewer notes, and audit‑ready links to primary materials and internal decisions.
